The Goa Lokayukta earlier this week lambasted Goa Governor, Chief Minister of Goa and Advocate General of Goa for rejecting its report of directing the state government to hand over investigation to CBI in regards with hasty renewal of 88 mining leases in 2015.
Special Report of the Goa Lokayukta to the Goa Governor under section 16 (3) of the Goa Lokayuktha Act said that “This institution is not satisfied with the reasons given in either of the Action Taken Report’s ( ATR ) and in view of the importance of the question involved, the deserves that a special report under section 16(3) is required to be made.
Lokayukta P. K. Mishra further said “The opinion of the Learned Advocate General seems to be based on half backed ideas, incomplete and cursory readings of the Goa Lokayukta Act.”
The Lokayukta, in recent past has directed the state ACB to register FIR against former Goa Chief Minister Laxmikant Parsekar, Ex – Mines secretary Pawan Kumar Sain and then Mines director Prassana Acharya and refer the same to CBI for investigation.
Lokayukta, further said that “The ATR of Hon’ble chief minister does not add anything substantial to the tenor of the ATR of the Hon’ble Governor and suffers from the same deficiency as has been pointed out in respect of the Hon’ble Governor’s ATR.
The non-acceptance of the report is on the expected lines, given the usual attitude of protecting thr privileged and the powerful, the political compulsions and the tendency to prejudge matters without discerning the relevant materials in their proper perspective”.
