ALL GOA CIVIL CONTRACTORS WELFARE ASSOCIATION THANKS CM DR SAWANT FOR SAFEGUARDING INTERESTS OF GOAN CONTRACTORS

All Goa Civil Contractors Welfare Association thanked Chief Minister Dr Pramod Sawant for his efforts to safeguard the interest of Goan contractors by making the necessary amendments to the ‘Rules of Enlistment of Contractors in PWD/WRD, 2020’. AGCCWA also thanked the PWD Minister, Mr. Deepak Pauskar for his support.

Due to the implementation of the new rules of enlistment 2020, the enlistments of the contractors registered in Goa PWD/WRD were on the verge of getting disqualified which would have resulted in huge losses for local Goan contractors and helped big construction companies make inroads in the Goa market.

A delegation of All Goa Civil Contractors Welfare Association had earlier met the Chief Minister Dr Pramod Sawant to apprise him of the situation and suggested amendments to the new enlistment rules to safeguard the interest of Goan contractors.

Chief Minister Dr Pramod Sawant had promised to look into the matter following which a swift decision to make the required amendments to “Rules of Enlistment of Contractors in PWD/WRD, 2020” to safeguard the interests of local Goan contractors was taken in the recent Cabinet meeting.

With this decision, the Central Public Works Department Enlistment Rules 2019 will be used as a base for Goa Enlistment Rules 2020 ensuring that no local contractor is affected.

The amount Solvency Certificate required for obtaining new/upgraded enlistment as well as renewal of enlistment has also been brought down to make it affordable to local contractors. Furthermore, five years of continuous domicile in Goa has been made mandatory for Civil Engineer who wants to either get enlisted as a contractor or who desires to be a partner in a firm enlisted as a contractor in Goa PWD/WRD.

The decision to make the amendments has saved our registrations and licenses. It is a positive step to provide livelihood and employment opportunities to the sons of the soil. These amendments will also encourage the Goan youth to take up the contract business.”

Nityaanand Kalangutkar, Treasurer, AGCCWA said, “The contractors’ community at large are overwhelmed with the amendments made through the intervention of the chief minister and express their gratitude. The government has shown great foresight in protecting the interests of Goan contractors by bringing in the necessary changes. Going forward, we will see many innovative youth getting into the business and doing some great work for the state of Goa.”

The new “Rules of Enlistment of Contractors in PWD/WRD, 2020” were framed by taking the base of specifications of the Ministry of Road Transport and Highways (MORTH) and due to this, for the purpose of enlistment, there were conditions which would have resulted in local Goan contractor losing their Licenses.

As per MORTH specifications, it was mandatory to acquire machinery. However, looking at the annual quantum of work offered to Goan contractors, it was not at all possible for them to afford to fulfill the existing criteria.
